    WATONWAN COUNTY BOARD SYNOPSIS OF MEETING
    MAY 1, 2012
    Present: John Baerg, Bill Berg, Raymond Gustafson, Mark Rentz and Scott Sanders.
    Approved the Agenda as amended.
    Approved the minutes of the April 17 regular meeting.
    Reviewed a request from County Treasurer Carol Johnson to cancel delinquent mobile home taxes on properties that she is unable to collect on.
    Approved to cancel the delinquent mobile home property taxes on Parcel No. 20.900.0007 in the amount of $39.96 for 2009, and on Parcel No. 20.900.0050 in the amount of $55.94 for 2009 and $48.96 for 2010. The mobile homes have been destroyed.
    Cottonwood/Jackson County Social Services Director Craig Myers was present with Human Services Director Rich Collins to discuss the Southern Prairie Health Purchasing Alliance, which encompasses 13 counties in the southwest corner of the state. They are exploring county-based purchasing and how services can be provided more effectively to Medical Assistance clients in rural Minnesota. Funding may become available for a project to change the manner in which healthcare is delivered to clients, involving providers in the service process to reduce costs for targeted illnesses or conditions.  The Alliance plans to have joint powers agreements in place by August, and invited Watonwan County to become a member. It was noted that due to location, many of their services are provided out of the Sanford Health system, whereas Watonwan County tends to receive more services through the Mayo Health System.

    Emergency Management Director Julie Peterson, I.S. Director Greg Walsh and St. James Police Chief Mark Carvatt, were present for a webcast on the CodeRED Weather Warning component presented by Brian Choyka. The City of Madelia had expressed interest in the weather option, but Carvatt stated that the City of St. James did not have it in their 2012 budget. It was noted that the advantages of the weather warning service are that it is more targeted to specific locations, and the speed in which the notifications take place. They are offering CodeRED Weather Warning for half price at $1,969 prorated through the end of 2012 and again for the full year in 2013. The Board discussed purchasing the CodeRED Weather component for the remainder of the year and to ask the City of St. James to participate for 2013.
    Approved purchasing the CodeRED Weather Warning at the discounted rate of $1,969/year prorated through the end of 2012 and for 2013.
    Public Works Director Roger Risser reviewed the Summary of Authorized Work for Others.

    Commissioner Gustafson reported on complaints on CR 111 that it needs gravel. The Board requested that it be made a priority for maintenance.
    Library Director Cheryl Bjoin was present regarding the purchase of two color copiers for the St. James and Madelia libraries, and a black and white one for St. James. The current ones were purchased in 2005 and are not compatible with some new computers. The Library Board recommended the purchase, quoted at $12,326.00, but they were not budgeted for.  They requested to use funds from copy sales, which have been placed into an encumbered account which is almost at $17,000.
    Approved to accept the quote of Riverbend Business Products for the purchase of 3 copiers in the total amount of $12,326.00 from the Library Fund.
    Sheriff Gary Menssen was present regarding the purchase of a local recorder for the 911 system. The system will mesh with the regional logger, and had to be ordered the previous week to be installed with the other new equipment. Because of the timing issue, Chairman Sanders authorized him to proceed with ordering the equipment to be purchased from the 911 Fund.
    Page 5 of 7 - Ratified the purchase from Northland Business Systems, Inc. of an Audiolog recorder in the amount of $22,559.54.
    Passed 4 – 1 with Gustafson opposed, to approve the Chairman’s signing of the Subgrant Contract between Minnesota Valley Action Council and Watonwan County Employment for the South-Central Multi-County Priority 2 Project 2012 Innovation Funds in the amount of $10,320, for intensive services to Minnesota Family Investment Program (MFIP) minor caregivers and teen parents.
    Approved a one step pay increase for Stacy Lienemann.
    Approved a 3-year renewal of the LifeCycle Agreement with Fidlar Technologies for the County Recorder’s recording program, in the amount of $1.75 per document for 2012 and $2.05 per document the following two years.
