NOTICE OF PUBLIC HEARING ON APPROVAL OF
 PROPERTY TAX
ABATEMENT

NOTICE IS HEREBY GIVEN that the City Council of the City of St. James, Minnesota, will hold a public hearing on Tuesday, October 16, 2012, at approximately 7:00 p.m., at the St. James Community Center in the City of St. James, Minnesota, relating to the use of property tax abatement for the purpose of funding development costs for the JAND Development and Willow View Estates Projects, pursuant to Minnesota Statutes, Section 469.1812 to 469.1815, inclusive, as amended.  The annual amount of tax abatement shall not exceed $10,758 per year and will be provided over a period of up to 15 years commencing with taxes payable 2014.  The following tax parcels are proposed to be included in the proposed tax abatement:

Parcel I.D.#s – 20.430.0140, 20.430.0150, 20.703.0070

Copies of the Abatement Resolution as proposed to be adopted will be on file and available for public inspection at the office of the City Administrator at St. James City Hall.  All interested persons may appear at the hearings and present their view orally or in writing.

NOTICE OF PUBLIC SALE
OF TAX-FORFEITED LANDS

NOTICE IS HEREBY GIVEN That the parcels of land described below shall be sold to the highest bidder at public sale. The sale will be governed by the provisions of M.S. 282.01 and by the resolution of the Watonwan County Board of Commissioners authorizing such sale. The resolution reads as follows:

BE IT RESOLVED, that the listing of all parcels of tax-forfeited land on file with the Watonwan County Auditor’s Office have been classified as nonconservation land; that the basic sale price of each parcel, be approved and authorization for a public sale of this land be granted; pursuant to M. S. 282.0l; that the sale be held at 3:00 P. M., Monday, October 15, 2012, by the Watonwan County Auditor in the Commissioner’s Room of the Watonwan County and that all sales shall be final and paid in full on the date of the sale.

BE IT FURTHER RESOLVED, That the conditions and terms of the public sale be as described in the list that follows:

All parcels are offered at public auction and sold to the highest bidder.  The minimum bid acceptable is the basic sale price that is shown on the list of tax-forfeited land.  The basic sale price is equal to the appraised value or the appraised value plus any extra charges for special assessments levied after forfeiture or for hazardous waste control. The amount of special assessments levied before forfeiture and canceled at forfeiture which exceed the basic selling price less forfeiture costs may be reassessed by the municipality.

A 3% surcharge for the state assurance account will be collected at the time of the sale.  The following extra fees will be collected when the basic sale price is paid in full: a state deed fee of $25, a deed filing fee of $ 46.00, and a state deed tax equal to the greater of $1.65 or 0.33% of the basic sale price. All sales are for cash on the date of sale.
