    WATONWAN COUNTY BOARD
    SYNOPSIS OF MEETING
    DECEMBER 18, 2012
    Present: John Baerg, Bill Berg, Raymond Gustafson, Mark Rentz and Scott Sanders.
    Approved the Agenda as amended.
    Approved the minutes of the December 4 regular meeting.
    Approved payment of bills as audited and filed in the County Auditor’s Office as follows by fund:  General Fund—$117,391.01; Solid Waste Fund—$2,534.84; Ditch Fund—$20,348.03; Forfeited Land Fund—$1,201.26; and the Road and Bridge Fund—$32,377.42.
    Veterans Service Officer Deb Grote was present with Transit Director Marge Smith to review a grant made available through the Minnesota River Area Agency on Aging, MnDOT, Department of Veterans Affairs and other partners. Participation in the program will entitle the VSO and TMT Offices free computers and software to allow them to send secure data electronically. This will connect them to the existing statewide one-call/one-click center for information about public, non-profit, and private transportation alternatives for veterans, military families, people with disabilities and older adults.

    Smith reported that the siding needs replacement on the Household Hazardous Waste Garage where hazardous items are collected.  The following quotes were received for new tin siding and a new door:

    Emergency Management Director Julie Peterson was present to review proposed updates to the Emergency Operations Plan.  
    Approved the updated Emergency Operations Plan and to authorize the Chairman’s signing of the Certification of Plan Approval.
    At the last meeting a Letter of Commitment of Funds was passed for which the funding amount needed to be corrected to $8,406.00.
    Approved the Chairman’s signing of the Letter of Commitment of Funds as a potential sub-grantee of the All Hazard Mitigation Assistance (HMA) Program.  If approved by FEMA the County will be responsible for matching funds of a minimum of 25% of project costs in the amount of $8,406.00.
    Approved to designate the St. James Plaindealer and Madelia Times-Messenger the as the first and second legal newspapers respectively for 2013.
    Authorized County Auditor Don Kuhlman to pay year-end bills.

    Baerg moved, Berg seconded and the motion passed unanimously, to adopt a resolution supporting the State Legislature in authorizing a user service fee increase in the year 2013 to maintain local driver license and state identification card service to the citizens of Minnesota.
    Public Works Director Roger Risser was present with Roger Anderson regarding Anderson’s request for a Drainage Tile/County Road Crossing Agreement to place tile under County Road 101 in sections 19 and 30 of South Branch Township, requiring an open cut on the gravel road.

    The Board questioned Risser about a fuel delivery issue where fuel was not available at the County pumps.  Risser would research the issue further and the timeline for ordering.
    Commissioner Gustafson was appointed to attend a meeting with I&S, on Thursday, December 20 at 9:00 A.M. regarding the J.D. #13 Improvement Project.
    Adopted a resolution that a hearing shall be held upon the petition for the improvement to Judicial Ditch #13 on the 8th Day of January, 2013, at 1:00 P.M in the Human Services Building Meeting Room, City of St. James for the purpose of considering the adequacy of the petition, examining the engineer’s preliminary survey report, and hearing the advisory report of the commissioner of natural resources.
    County Auditor Donald Kuhlman reviewed the November financial reports and the GASB 54 Policy, which he revised it to meet requirements.
    Sanders moved, Rentz seconded and the motion passed unanimously, to approve the updated GASB #54 policy with changes as presented and on file in the County Auditor’s office and to adopt a resolution to commit all revenues of the Watonwan County Library, including the real and personal property taxes levied for the purpose of operating the County Library system, in order to properly present the Library Fund as a Special Revenue Fund.
    Adopt a resolution that the annual salary for Watonwan County Commissioners for 2013 shall be set at a base of $18,850.00.  The Chairman shall receive an additional $520.00 and commissioners electing to waive health insurance coverage will receive a stipend of $2,250.00 annually.  Each member of the Board of County Commissioners shall receive per diem payment of $50.00 for four hours or less, including travel, $75.00 for over four hours, including travel or two meetings in a day, and $100.00 for Human Services Board per diems, and each member shall be allowed mileage and expense reimbursement in accordance with County Policies in connection with service on the Board and various committees or commissions.
    Approved to increase the non-union salary schedule for 2013 by 1%, provide step movement on applicable anniversary, and to set the 2013 salaries of elected and appointed officials as follows:

    SYNOPSIS SPECIAL OF MEETING
    JANUARY 29, 2013
    Present: David Holmgren, Mark Rentz, Scott Sanders and Kathleen Svalland.  Absent:  Raymond Gustafson.  The purpose of the special emergency session was to take immediate action on quotes for a phone system, moving contractor and cubicles for relocating Human Services staff to Marian Hall.  Also present was Human Services Director Rich Collins.
    The following quotes were received for a new phone system for Human Services to be used at the new location and moved back to the Human Services building since the old system is no longer serviceable under a maintenance agreement:

    Approved purchasing 35 cubicles from Office Assets Online in the total amount of $21,000.00 plus tax and shipping.
    The following quotes were received for moving services:

    Collins noted that they would need to purchase storage boxes to move files from the closed-file room.  By general consensus, the Board authorized going with the least expensive box he could find.
    The Board instructed Collins to coordinate with the Highway Department for unloading of the cubicles, because the shipper will not do that.
    The move was scheduled for February 15.  By general consensus, the Board scheduled a special meeting for February 6 at 1:30 P.M. to meeting with staff and explain what is taking place.

    Approved the minutes of the January 8 regular meeting and the January 8 Judicial Ditch #13 meeting.
    Approved payment of bills as audited and filed in the County Auditor's Office as follows by fund:  General Fund—$272,317.66; Solid Waste Fund—$1,150.63; Ditch Fund—$3,030.96; and the Road and Bridge Fund—$40,407.94.
    I.S. Director Greg Walsh was present to review the following quotes for copier purchases for the Courthouse and Extension Office, based on purchase price and maintenance contract over a 5-year period:

    Representatives from New Star Sales and Service were present and explained that they will give $1,120 credit toward each machine from the prepaid maintenance contracts currently in effect.  Walsh expressed his concerns that the previous Savin machines from New Star don’t connect to the new server.  
    Approved to accept the quotes of New Star Sales and Service with credit under the condition that the machines will connect to the new server.
    Walsh reviewed the following cost information for participation with MCCC in development of the Land Records Management System (LRMS) Property Tax Support and CAMA through ASC.  The current Legacy System contract is in place through 2016.  The new system costs $186,300 for start-up, spread over 3 years.  If the County does not switch by 2017, support will need to be paid for both systems.  If the County switches before 2017, support costs will only need to be paid for the LRMS.
    Page 15 of 16 - Approved to participate with MCCC in the development of the LRMS Property Tax Support system through ACS.
    Walsh reviewed costs for the purchase of iPads for the Board.  The iPad mini is $399, the standard iPad is $399, and the iPad Retina is $499, includes a high definition display, is twice as fast and has a 10-hour battery.  Board members will need a wireless router in their homes in order to download the packets from their e-mail. No action was taken at this time.
    County Auditor Donald Kuhlman reviewed the Agreements with the City of St. James for Dispatch Service and for Office Space.  The monthly fee for Dispatch services is $2,500, and the Office Space Lease is $1140.00/month for 2013, with $20 per month added each year through 2017.
    Approved to renew the Agreements with the City of St. James.
    County Auditor Kuhlman requested authorization to purchase the Treasurer’s Cash Register Software in the amount of $5,400.00 and Financial Software in the amount of $4,900.00.  Maintenance agreements are $2473.84 for the Cash Register and $1753.80 for Treasurer’s Financial.
    Tabled action until the February 5 meeting.
    Approved 4-0 with Holmgren abstaining, to approve the appointment of Lucille Thares to the Library Board.
    Approved payment of the General Fund credit card in the amount of $679.93, and the Sheriff’s credit card in the amount of $333.39.
    The following quotes were received for site testing at the proposed site of the ARMER Tower:

    County Auditor Kuhlman reviewed the December financials, noting that the deficit for 2012 was less than what was budgeted.
    Approved the training request submitted by Bruce Johnson.
    Approved to set a Public Hearing for February 19, at 3:00 PM at the Human Services Building for Highway 60 – JD #13 Minor Alterations and CD #4.
    Approved one step pay increases for Mike Wacker and Rebecca Senf.
    Accepted the retirement in good standing of Sharon Randall, and acknowledged her 25+ years of service to the County.
    Accepted the resignation in good standing of Glenda Arndt, and ratified advertising for her position of Branch Library Assistant at the Madelia Branch Library.
    Commissioners Rentz and Gustafson reported on MARC (Madelia Area Redevelopment Corporation) and a new business prospect in Madelia.
