  • MNDOT and the city of St. James held an informational meeting last Thursday to discuss the reconstruction project of Highway 4 from south of 10th Avenue to 11th Avenue North in the City of St. James. The meeting was held to inform residents of the benefits, cost, schedule and issues surrounding the project – which is expected to take place from May 2016 until Nov. 2016.
Anyone who has driven along Highway 4 will understand that the project is necessary. The concrete which stands on the much of the Highway through St. James was originally poured in 1951 and rides rough, with a Ride Quality Index of 0.3 in 2011. Roads are graded using this index between zero and five.
The project will improve roadway structure and smoothness through reconstruction and will also be used to upgrade city utility infrastructure, which is currently experiencing multiple breaks each winter.
The reconstruction will also decrease the amount of maintenance required of the roadway and utility structures yearly. As an added bonus, sidewalks will be constructed and boulevard aesthetics will be added for safety.
Planning for the project is still taking place, but the estimated total cost for the project at this time is $6.9 million. This will be one of the biggest reconstruction projects to have ever taken place in St. James.
