St. James Manhole Replacements

In general, Work consists of replacing sanitary sewer manholes at various locations throughout the City.  The following are the approximate quantities:

    19, EA, 4’ dia. Sanitary Sewer MHs (6 to 16 feet deep)
    205, LF, 8” PVC Sanitary Sewer Pipe
    2500, SY, Bituminous Patching

    Along with associated removals, bedding, aggregate base, and structure adjustments.

    Bidding documents may be purchased by credit card at www.bonestroo.com (follow the Plan Room link) for a fee of $40 for a paper copy, or a fee of $20 for a downloadable digital copy. Bidders may also purchase a paper copy of the Bidding Documents from the Issuing Office of Bonestroo, 2335 Highway 36 West, St. Paul, MN 55113, (651) 636-4600, with a check for a fee of $40. Bidding Documents may be seen at the office of the City of St. James and at the Issuing Office.

This Project will receive funding assistance from the Minnesota Public Facilities Authority Clean Water Revolving Fund.

Bidders are advised that good-faith efforts, as detailed in the Contract Documents, will be required to provide Disadvantaged Business enterprises with an opportunity to participate in the Project.  Bidders are advised that “fair share” target percentages have been established at 3.5 percent for Minority Business Enterprise participation in the Project and at 11.43 percent for Women Business Enterprise participation in the Project.

Bidders are advised that solicitations for bids or proposals to potential Disadvantaged Business Enterprise (DBE) subcontractors, to potential Small Business in Rural Areas (SBRA) subcontractors, and to DBE and SBRA assistance organizations should be posted as soon as possible but no later than       15 days prior to the Bid Date.      

Bid Security in the amount of 5 percent of the amount of the Bid must accompany each Bid in accordance with the Instructions to Bidders.

The Owner reserves the right to retain the deposits of the 3 lowest Bidders for a period not to exceed 60 days after the date and time set for the Opening of Bids. No Bids may be withdrawn for a period of 60 days after the date and time set for the Opening of Bids.
The Owner reserves the right to reject any and all Bids, to waive irregularities and informalities therein, and further reserves the right to award the Contract to the best interests of the Owner.

St. James Wastewater Treatment Facility Improvements

    In general, Work consists of the following significant elements: new grit cyclone and classifier, repair work to primary and final clarifiers, modifications to existing aeration tanks including new diffusers, blowers, DO probes and pumps, construction of a chemical building for ferric chloride, replace chlorine disinfection with UV, modifications to existing rooms in administration building, new floating cover for secondary digester, sludge storage tank modifications, installation of a belt press in existing vehicle storage building and construction of a new vehicle storage building. Work includes excavations, backfilling, grading, bituminous pavement, concrete, masonry, wastewater process equipment, meters, painting, HVAC, plumbing, electrical, controls, and associated items.

    Minimum Contractor Qualifications: Bidder shall have experience as a general contractor in the successful completion of at least 3 municipal wastewater treatment facilities in the last 8 years with a minimum design average flow of 1 million gallons per day. The 3 projects must include the following construction experience: new building construction, earthwork, concrete work, process piping and valves, wastewater process equipment, electrical, HVAC, and instrumentation and controls. Bidder shall list experience on Bid Form under Project References.
A Pre-Bid Conference will be held at 10 A.M., CST on Tuesday, February 9, 2010 at the St. James Wastewater Treatment Facility, located at 1305 Weston Avenue North, St. James, MN 56081. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are required to attend and participate in the conference.
