SYNOPSIS OF MEETING
JANUARY 5, 2010
Present: John Baerg, Bill Berg, Dwayne Krenz, Mark Rentz and Scott Sanders. The meeting was called to order by County Auditor Don Kuhlman.
Commissioner Baerg nominated Commissioner Berg for Chairman for 2010.
Ceased nominations and to cast a unanimous ballot for Commissioner Bill Berg for 2010 Chairman.
Commissioner Krenz nominated Commissioner Rentz for Vice-Chairman.
Ceased nominations and cast a unanimous ballot for Commissioner Mark Rentz for 2010 Vice-Chairman.
Chairman Berg expressed his intention to vote on all motions and make motions.
Approved the Agenda as amended.
Approved the minutes of the December 15, 2009 regular meeting.
Approved setting the minimum annual salaries for elected officials for the term beginning in 2011 as follows:
County Treasurer $39,686.40
County Recorder $39,686.40
County Auditor $51,979.20
County Attorney $51,979.20
County Sheriff $54,912.00
County Auditor Don Kuhlman reviewed the County Ditch #62 fund balance at - $38,418.84. The fund was loaned $62,000 in 2009. Kuhlman requested that the loan be paid back out of the ditch fund, and to carry a deficit balance with interest charged on the deficit. The assessment will also need to be made to the system.
Approved paying back the Ditch #62 loan and setting the interest rate at 1.5%.
Approved per diem and mileage for Board members attending the Viewer's Seminar on January 14.
Approved an in-kind letter of support for Wellspring Faith in Action.
Chairman Berg set the committee appointments for 2010.
Public Works Director Roger Risser noted that the Commissioner of Transportation's Order was received revoking CSAH 7 and designating CSAH 15.
Risser reviewed the Road and Bridge Cash Flow Chart for October to December 2009.
Risser reviewed a summary sheet of the members of the MN Transportation Alliance. The dues went up in 2009 to $1,490.00, which is the request for 2010. The summary listed some projects promoted by the Alliance, but it was questioned whether the projects would have taken place without the Alliance. The Board questioned the value of the Alliance.
Approved to discontinue membership in the Minnesota Transportation Alliance.
Risser reviewed the following options with quotes to accomplish the County's in-kind contribution to the Minnesota Mapping and Elevation (LiDAR) Project:

Risser was requested to explore the possibility of partnering with Brown County for further discussion at the next meeting.
Tabled action on the LiDAR Project options until the January 19 meeting.
The following proposals were received to prepare designs for the bridge load ratings of 11 bridges:

Approved hiring Widseth, Smith Nolting at the fee of $8,607.00 to determine load ratings, posting requirements and provide paving recommendations for eleven bridges.
Risser responded to questions and comments regarding snow plowing policies, going out on Sundays, salting and road priorities.
Solid Waste Director Marge Smith reviewed a request from Hometown Sanitation Services of Windom to be a licensed sanitation hauler in the County.
Approved granting the license to Hometown Sanitation Services.
Discussion was held regarding contracting of fuel. Risser noted that they currently have 4800 gallons of diesel left on the contract. Commissioner Rentz suggested contracting 45,000 gallons by the middle of February. Risser would research past costs for the next meeting.
Ratified payment of end of December bills as audited and filed in the County Auditor's Office as follows by fund: General Fund-$54,155.43; Library Fund-$4,592.21; Ditch Fund-$1,516.19; and the Road and Bridge Fund-$27,175.61.
Emergency Management Director Julie Peterson was present for discussion regarding her move to the Resource Center. A quote for new office furniture was received in excess of $4,000 and the need for the new furniture was questioned. The Board requested that the possibility of used furniture be explored. Sheriff Gary Menssen was also present, since the relocation of Peterson was prompted by his desire to train in a full-time Secretary. Sheriff Menssen was scheduled to meet with the Personnel Committee at 10:00 A.M. on Friday, and Peterson would not be moved until further notice.
Approved one step pay increases for Myrna Dick and Cassandra Wiens (both for 2009), and Rebecca Hanson.
Commissioner Rentz reported that MARC (Madelia Area Redevelopment Corporation) is meeting with a company regarding putting up a biomass plant in Madelia.
Chairman Berg appointed Commissioners Rentz and Sanders to serve on the Investment Committee.

JANUARY 19, 2010
Present: John Baerg, Bill Berg, Dwayne Krenz, Mark Rentz and Scott Sanders.
Approved the Agenda as amended.
Ronda Allis, Director of Community and Economic Development for Region Nine Development Commission was present to inform the Board of opportunities for grant dollars for economic development projects. She reviewed statistics for the County and noted that the County received Federal designation as being economically distressed.
Approved the minutes of the January 5 regular meeting.
Approved payment of bills as audited and filed in the County Auditor's Office as follows by fund: General Fund-$324,212.07; Ditch Fund-$205.00; and the Road and Bridge Fund-$16,719.49.
Assistant County Engineer Mike Banks was present to review various items.
Approved obtaining quotes or bids for seasonal supplies, including seal coat oil/aggregates, crack filling services, culverts, dust control material and cutting edges.
Banks reviewed an analysis of bulk purchasing of diesel versus market price, finding that the process saved approximately $3,300.00.
Banks reported that Public Works Director Roger Risser has been in contact with Brown County Engineer Wayne Stevens regarding a shared arrangement with the two counties for the in-kind contribution to the Minnesota Mapping and Elevation (LiDAR) project.
Banks reviewed Risser's analysis of the hypothetical costs of using 100% salt like the State does in lieu of salt/sand mix. The daily cost would double. The Board had a general discussion on the pros and cons of salting. Commissioner Rentz requested that Highway Maintenance Supervisor Steve Laingen come to the next meeting for further discussion.
County Auditor Donald Kuhlman reviewed the 2009 financial reports.
County Sheriff Gary Menssen and Detention Administrator Eugene Brown were present to update the Board on possible jail savings. The State Department of Corrections sets guidelines as to the caloric value of meals. Brown noted that they will be cutting back on the hot breakfast sandwich and substituting a piece of fruit. They had a discussion with Human Services Director Rich Collins about the possibility of using their Collections Officer instead of hiring a Collections Agency.
Sheriff Menssen discussed the need for a part-time position in the Jail. He requested to
add hours to part-time peace officer Jared Bergemann. The Personnel Committee recommended increasing his hours to work part-time in the Jail.
Approved increasing Jared Bergemann's hours to work part-time in the Jail, provided he averages less than 20 hours per week for the year in the combined position.
Sheriff Menssen requested authorization to hire a Secretary to replace Julie Peterson when she is relocated to the Resource Center.
Approved advertising for a 35-hour per week Secretary for the Sheriff's Department.
Commissioners Rentz and Krenz met with Human Services staff regarding excess furniture for Emergency Management Director Julie Peterson's new office. They were able to provide a workstation and customer chairs.
Approved using a desk and chairs from Human Services and to authorize $500 for a new chair, $500 for a filing cabinet and $275 for an IP phone for moving Emergency Management Director Julie Peterson to the Resource Center.
Commissioner Krenz reported that the Madelia Police Department will be short an officer, and he questioned whether the County can cover when they are short-staffed. It was recommended that Sheriff Menssen meet with the Madelia City Council.
I.S. Director Greg Walsh was present to review eliminating the POP e-mail through the State of Minnesota, which costs $14,880.00 per year. If the County had its own server, many different functions would be available. Walsh requested to switch to MS Exchange Server, and run the e-mail in-house. The new system would cost $17,420.80, which would not be a recurring cost. The savings in the IS budget for 2010 would be $5,739.00 once it is up and running, and future savings as much as $14,880.00 per year.
Approved the purchase of the Exchange Server software system for County e-mail in the amount of $17,420.80.
Approved the Training Requests submitted by Don Kuhlman and Julie Peterson.
The Board requested that Training Requests include a listing of trainings attended year to date and the time involved.
Approved payment of the credit card bill in the amount of $283.70, plus $368.90 for the Sheriff's card.
Approved the one-year anniversary pay increase for Mike Wacker.
Commissioner Krenz recommended appointing Deb Grote to the Extension Board and Ray Gustafson to Planning and Zoning.
Commissioner Rentz recommended appointing Matt Wolle to the Extension Board.
Approved the appointment of Deb Grote and Matt Wolle to the Extension Board.
Approved the appointment of Ray Gustafson to the Planning Commission.
Approved per diem and mileage for Board members attending the NRCS meeting.

SYNOPSIS OF MEETING
FEBRUARY 2, 2010
Present: John Baerg, Bill Berg, Dwayne Krenz, Mark Rentz and Scott Sanders.
Commissioners Baerg and Rentz were appointed to serve on the Watonwan-Martin Joint Ditch Authority for benefit determination on Judicial Ditch #2 and #301. The meeting was recessed to convene a teleconference meeting of the Joint Ditch Authority.
Chairman Berg reconvened the regular meeting at 9:05.
It was noted that there was a Revolving Loan Fund Committee meeting on February 10 at 8:00 A.M.
Commissioners Krenz and Rentz noted that a meeting of the Madelia Area Redevelopment Corporation (MARC) regarding a biomass company was rescheduled for Thursday morning the 4th. They requested that County Auditor Don Kuhlman attend as well.
Approved the Agenda as amended.

Emergency Management Director Julie Peterson was present to inform the Board of an exercise on Wednesday, June 30 from 9:00 A.M. to Noon. The theme will deal with a mock drought event and will put NIMS into action.
Peterson asked to relook at the office furniture situation for her new office. The desk that was to be moved from Human Services is one that has inadequate space for her needs. She requested to purchase new furniture in the $1500 price range. By general consensus, the Board decided to stand by the approval of $1000 of new furniture.
Approved setting the Board of Equalization for June 14, 2010 at 6:30 P.M.
Approved per diem for Board members attending the County Association of Townships
Annual Meeting on February 18 at 7:00 P.M.
A response was received from Minnesota Counties Intergovernmental Trust (MCIT) regarding the appeal of the County's orders related to the Improvement of County Ditch #62. The initial response is that the majority of the appeal is excluded from coverage, but Commissioner Sanders has asked to have it discussed at the next MCIT meeting.
Approved advancing the $15,000 appropriations to MARC and the St. James Economic Development Authority.
Safety Program Coordinator Lisa Schumann reported that Lorna Leatherdale of MCIT would be presenting training on Worker's Compensation for department heads and supervisors on February 9.
Chairman Berg requested that departments attempt to cut back 20% on the meetings and trainings they attend.
Public Works Director Roger Risser reviewed the 2009 Summary of Authorized Work for Others.
Risser presented a training request to attend a Concrete Paving Workshop at no cost to the County since he is a presenter regarding the CSAH 3 project. Risser noted that the County will receive a Merit Award for the project.
Approved the training request submitted by Roger Risser.
Highway Maintenance Supervisor Steve Laingen was present with Risser for further discussion on snow and ice removal procedures. In their comparison with the State's salting procedures it was also noted that the State adds a brine solution to make the salt adhere, which wasn't in Risser's original estimates. Commissioner Rentz suggested equipping one truck with the brine applicator for major ice events on the most traveled roads.
A letter was received from the Trunk Highway 15 Coalition requesting membership dues in the amount of $200. The Board adopted a resolution in 2009 to do so, which is still in effect.
Approved payment of the Trunk Highway 15 Coalition dues of $200.
In further discussion on the County's in-kind contribution to the LiDAR (Light Detection and Ranging) project for mapping of the State, Risser reported that Brown County Highway Engineer Wayne Stevens discussed the joint equipment purchase with his Highway Committee. They are interested in developing a joint powers agreement for the purchase of the GPS surveying equipment. Risser reviewed a draft joint purchase/ownership agreement, and a quote showing the County's share to be approximately $16,000. By general consensus, the Board approved to continue pursuing this option.
Employment and Training Director Janice Hanson was present to review funding reductions from 2009 to 2010. In 2009 Human Services contributed $13,000 to avoid staff reductions, but no longer have funds to fill the gap. Hanson proposed reducing her work hours from 40 to 32 per week, despite an increased workload.
Approved reducing Janice Hanson's hours to 32 per week.
Sheriff Gary Menssen reported that many of the guns available to his department are 15 to 20 years old. He received a quote from a gun dealer to trade in the old guns for five new ones.
Approved trading in the old guns at the quoted price of $2,850.00 and purchasing five Glocks Model 22 or 23 at the quoted cost of $2,570.00
Menssen reported that the evidence locker is also full of old guns. He proposed listing the ones that can be disposed of and allowing dealers to bid on them.
Commissioner Baerg reported on the AMC meeting he attended and shared projections regarding State finances.
Commissioners Berg and Baerg reported on the MVAC meeting they attended.
Closed the meeting pursuant to MS 13D.05, Subd. 2(a) (2) for discussion on internal affairs data relating to allegations of law enforcement personnel misconduct.
Recessed at 12:15 P.M. and reconvened on Wednesday, February 3 at 10:00 in closed session pursuant to MS 13D.05, Subd. 3(b), for attorney-client privilege related to a pending litigation. Present: Bill Berg, Dwayne Krenz and Scott Sanders. Absent: John Baerg and Mark Rentz.

RESOLUTION
ESTABLISHING A
POLLING LOCATION
FORELECTIONS
WHEREAS, the City of St. James has the authority under Minnesota Statute 204.B.16 to designate polling location.
NOW THEREFORE, be it resolved that the City Council of the City of St. James does hereby establish the polling location for elections at 521 Armstrong Boulevard North, a.k.a. Minnesota National Guard Armory.
The motion for the adoption of said resolution was introduced by Councilmember Michael Banks, and duly seconded by Councilmember Harvey Voth, and upon vote being taken thereon, the following voted in favor: Don Mackey, Paul Harris, Michael Banks, Kathleen Hanson and Harvey Voth.
And the following voted against same: none.
Whereupon said resolution was declared duly passed and adopted.
