    1. The Board discussed and reviewed the four options for administrative coverage being considered for the 2010-11 school year. Input from the audience members was heard regarding the different options. Steve Witcraft presented his thoughts to the Board concerning his position and what it would do if his position was eliminated. Carol Goodemann spoke for the social workers within the District.
    The general consensus from the Board was to focus in on options 2 and 3. A public meeting will be held to gather input from residents of the district.
    Member Pinke moved, second by Member Mohlenbrock to direct Superintendent Nelson to bring in superintendent search firms for Board consideration. The motion was approved 6-0.

Meeting was adjourned at 7:53 a.m.

    The Board decided to continue the meeting on Monday, November 9 at 8:00 A.M. for a budget discussion and review of union responses to a proposed pay freeze.
    Approved the Agenda as amended.
    Approved the minutes of the October 20 regular meeting.
    Public Works Director Roger Risser reviewed the Road and Bridge Cash Flow Chart for August through October 2009 and the summary of Authorized Work for Others.
    Risser reviewed the 2008 Annual Report.
    Risser discussed the Personnel Committee meeting and a request to consolidate the thirteen snowplow routes into twelve. 
    Closed the meeting at 10:25 A.M. pursuant to M.S. 13D.05 Subd. 3(b) for Attorney Client Privilege relating to pending litigation in the case of Gappa Bros. Development, Inc. vs. Watonwan County.
    Opened the meeting at 10:50.
    County Recorder Joy Sing reviewed the Property Fraud Alert Service that is available through Fidlar Technologies at an annual fee of $1000.00.  Property owners in the County can sign up to receive an e-mail notification or phone call any time a document gets recorded with their name on it.  This would allow quicker reaction to a fraudulent property transfer.
    Passed 4 - 1 with Berg opposed, to approve providing the Property Fraud Alert service for one year.
     Approved the training requests of LaMar Piper and Gary Menssen.
    Library Director Cheryl Bjoin reviewed her budget.  The Library Board has been working to cut a requested $57,000 from the 2010 budget.   The budget proposal included closing all the libraries one Monday per month.
    A notice was received that the Annual MCIT Meeting will be held on December 7 at 1:00 P.M.  Commissioner Sanders is voting delegate and Commissioner Krenz is the alternate.  The Board made no changes to the delegates.
    Approved a one step pay increase for Kate Christenson.
    The Personnel Committee discussed a proposal to allow employees who have exhausted their sick leave and vacation due to an H1N1 outbreak to accrue negative leave balances up to 80 hours.  The policy would only be effective for this particular flu season.
    Approved a policy allowing for accrual of negative sick leave and vacation balances due to an H1N1 outbreak.
    County Attorney LaMar Piper requested to utilize his son, who recently passed the bar exam, as an unpaid intern.
    Approved authorizing the unpaid internship in the County Attorney's Office.
    Commissioner Baerg expressed the desire to hold a budgetary discussion about the dispatch and jail and whether they could be handled out of the County.
    Recessed at 12:00 noon and reconvened at 1:30 for training presented by Jane Hennagir of the Minnesota Counties Insurance Trust (MCIT).  Five department heads were also present.  The training topics were MCIT Auto Coverage, and Lessons Learned from Past Property/Casualty Losses.
     Recessed at 3:00 P.M. and reconvened on Monday, November 9 at 8:00 A.M. with all members present.
    The Board further discussed budgetary issues.  Chairman Sanders and Commissioner Berg met with AFSCME Highway representatives regarding the proposal to freeze wages and steps for 2010.  The union countered with a proposal to not freeze steps.  It was also discussed that AFSCME is the only bargaining unit on the $250 deductible health plan, which is more costly to the County.  They were asked to switch to the $1850 deductible plan, with a one-year only $500 per employee contribution to a VEBA account. 
    Sheriff Gary Menssen was present for discussions regarding the proposal to further investigate the possibility of closing the jail and dispatch center and contracting with another county.  Menssen noted that his department will have savings for two years with the placement of an officer with the Drug Task Force under a grant arrangement.  It would be difficult to cut dispatch or jail staff.  A heated discussion ensued regarding misunderstandings between the unions and the Board, and the LELS and IAFF units' decisions to not accept a pay freeze in 2010.
    The Board requested that the union representatives and their agents be invited to the next Board meeting for further discussion on the 2010 budget crisis.
    Closed the meeting at 9:15 pursuant to M.S. 13D.05 Subd. 3(b) for Attorney Client Privilege relating to pending litigation in the case of Gappa Bros. Development, Inc. vs. Watonwan County.
    Opened the meeting at 9:30.
    Approved settling the lawsuit with Gappa Bros. Development, Inc. vs. Watonwan County pursuant to the mediated settlement agreement at $15,000, with dismissal of all claims.
    Approved a step increase for Glenda Arndt.

WATONWAN COUNTY BOARD
SYNOPSIS OF MEETING
NOVEMBER 17, 2009

    Present:  John Baerg, Bill Berg, Dwayne Krenz, Mark Rentz and Scott Sanders.
    Approved the Agenda as amended.
    Approved the minutes of the November 3 regular meeting and continuation.
    Approved payment of bills as audited and filed in the County Auditor's Office as follows by fund:  General Fund-$71,437.28; Solid Waste Fund-$1,260.08; Building/Equipment Fund-$1,815.00; Ditch Fund-$1,435.00; Forfeited Land Fund-$5,339.86; and the Road and Bridge Fund-$43,142.58.
    Approved payment of the credit card bill in the amount of $173.73.
    Approved the Snowmobile Safety Enforcement Grant in the amounts of $2,516.00 for F.Y. 2010 and $2,516.00 for F.Y. 2011.
    Approved budget adjustments for 2009 establishing a budget for the ISTS loans.
    Approved the 2009 Ditch Budget as follows:  Revenues-$100,000 and Expenditures-$130,000.
    County Auditor Don Kuhlman reviewed the October financial reports.
    Approved the training requests submitted by Roger Risser.
    Approved step increases for Virgil Goltz, Myron Engel and Celeste Clipperton.
    Approved the Board of Water and Soil Resources Natural Resources Block Grant Agreement for a total of $54,309.
    Commissioner Baerg reported that there may be funding available through Rural Development for the ARMER system.  They would like to meet with representatives of all the cities.  Chairman Sanders appointed Commissioners Krenz and Baerg to work with Sheriff Gary Menssen and County Auditor Kuhlman to organize a meeting with the representatives.
    Commissioner Rentz requested that increases in the health insurance contribution be reflected as part of employees' annual cost of living adjustment.
    Commissioner Rentz had a question on fund balance as to a level that the County's accounts will not go below.  He would meet with County Treasurer Carol Johnson to discuss investments.
    Public Works Director Roger Risser reviewed a request to upgrade the electric service to the swine barn at the fairgrounds.  The following quotes were received:

    Approved accepting the quote of Kuehl's Electric, Inc. in the amount of $2,925.00 for electric service upgrades at the fairgrounds.
    Requested Risser to obtain quotes on moving all remaining overhead wiring underground at the fairgrounds.
    Approved accepting completed Contract No. 2721 and approve final payment to MR Paving & Excavation in the amount of $66,721.53 for SAP 083-627-021 and SAP 083-627-023, a reconstruction project on 11th Street South in the City of St. James.
    Risser reviewed a draft resolution for "Adjustment of County State Aid Regular Construction/Regular Maintenance Allotment".  Currently the allocation is 60% construction 40% maintenance.  Based on the last two annual reports the County has spent approximately $200,000 more on maintenance, which comes out of local funds.  Risser proposed a 50/50 split, and noted that if the full budget isn't spent on maintenance it will roll back into the construction account.  No action was taken.
    Risser reported on the status of the responses regarding contracting for snow removal.  Two townships responded that they could assist, but the township roads would take priority, and one private contractor responded, but would have other customers to take care of as well.  Three applicants were received for an on-call snowplow operator.  By general consensus the Board authorized interviewing the candidates.
    Commissioner Baerg requested Risser to analyze what the on-call costs would be versus hiring a Township or contractor.
    Risser reported that he drafted a consolidated plow route, reducing the thirteen routes down to twelve.  It was under review by Highway Maintenance Supervisor Steve Laingen.
    County Auditor Kuhlman reviewed preliminary costs of running the jail and dispatch versus contracting with another county.  The figures did not reflect a savings, but rather additional costs.  The bond payments for the jail remodeling are $62,000 per year until 2026.  Chairman Sanders pointed out that the dollars would be spent in another county rather than Watonwan.
    Union Stewards Barry Gulden, Mark Slater, Steve Olson, Susan Hunstad, Ricky Bak and Mark Hagen, AFSCME Agent Keith Ferrington and LELS Agent Len McFarland, Sheriff Gary Menssen and several other bargaining unit members were present for a dialogue on the previous meetings to request the unions to take a wage freeze for 2010.  County Auditor Kuhlman reviewed that County Program Aid was reduced $253,000 and health insurance increased.  Even with budget adjustments made to date, which includes freezing non-union wages, the county is $111,000 over the allowed levy increase.  Sheriff's Sgt. Barry Gulden reviewed his union's desire for a 1-year contract at the time of negotiations.  Discussion was held regarding rumors, and verbal and printed comments that had been circulating.  Sanders spoke to the process and the desire to work with the units.  The cost savings from a union freeze would be approximately $43,000.  The suggestion was made to ask employees to contribute cost cutting ideas.  The Board requested to meet with the units again prior to December 15.

SYNOPSIS OF MEETING
DECEMBER 1, 2009

    Present:  John Baerg, Bill Berg, Dwayne Krenz and Scott Sanders.  Absent:  Mark Rentz.
    Approved the Agenda as amended.
    Approved the minutes of the November 17 regular meeting.
    County Auditor Donald Kuhlman reviewed budget adjustments for the proposed 2010 levy and budget, in preparation for the Truth in Taxation Public Hearing on Thursday, December 3 at 6:00 P.M.  With changes that have been made, the levy is currently at a 5.3% increase which is less than the proposed increase.  The Human Services budget was not yet available.  The proposed hourly cuts at the libraries were not factored in, but a pay freeze for non-union was included. 
    Facilities Manager Mike Tatro was present to review the following quotes for repair of
the elevator roof and hallway next to elevator:

    Approved accepting the quote of BM Builders, LLC in the amount of $3,500.00 for replacement of the elevator and hallway roofs at the Courthouse.

    The Chairman and Vice Chairman were invited to attend the exit review with the State Auditor on December 3 at 8:30 A.M.
    Approved a one step pay increase for Rebecca Senf.   
    Approved the appointment of Jared Bergeman as a part-time Peace Officer.
    Sheriff Gary Menssen was present to discuss interviewing consultants for the ARMER participation plan on Monday, December 14.  A grant is available through FEMA to fund the consultant. 
    Public Works Director Roger Risser informed the Board that the State approved designating CSAH 15 and revoking CSAH 7.
    Risser reviewed the October listing of Authorized Work for Others.
    Risser reviewed the proposed costs of moving wiring underground at the Fairgrounds.  Only one quote was received at this time.  The vendor didn't believe some of the lines needed to be moved.  By general consensus, further action was delayed until spring.
    Risser proposed to resubmit an application for the Prairie Crossing Trail from Ormsby to St. James for 2014 State Transportation Enhancement Project funding.
    Adopted a resolution to act as sponsoring agency for a "Transportation Enhancements" project identified as Prairie Crossing Trail and authorized Roger Risser to act as agent on behalf of this sponsoring agency.
    Adopted a resolution to assume full responsibility for the operation and maintenance of property and facilities related to the aforementioned enhancement project identified as the Prairie Crossing Trail.
    Risser reviewed a project of the DNR to perform LiDAR (Light Detection and Ranging) mapping of the State, which produces a high-accuracy digital elevation map.  They are requesting an in-kind contribution from each county, but Watonwan County does not own the equipment to provide the match.  Possible options include hiring a surveyor, partner with another County, or purchase upgraded equipment to replace the outdated DOS based equipment.  Risser was requested to get estimates of the cost of each of option.
    Approved a one step pay increase for David Forsyth.
    Lisa Graphenteen of the Southwest Minnesota Housing Partnership was present to review details of the Small Cities Development Grant being submitted for the County.  The project made it through the pre-application stage.  They requested rehab for 23 owner-occupied units at a total project cost of $661,876.  One change to the application was to first serve the small cities and to open the funding to township residents after 15 months.  The Program pays 70% of costs and other funding is available for the remaining 30%.
    Adopted a resolution that Watonwan County will act as the legal sponsor for a project contained in the Minnesota Department of Employment and Economic Development Small Cities Development Program application to be submitted on January 14, 2010; that the County Board Chair and the County Auditor are hereby authorized to apply to the Minnesota Department of Employment and Economic Development for funding of this project on behalf of Watonwan County; and that the Cities of Butterfield, Darfur, La Salle, Lewisville, Odin and Ormsby all face the same eligible need and will submit a joint application to include these communities.

SYNOPSIS OF TRUTH IN TAXATION PUBLIC HEARING
DECEMBER 3, 2009

    Present for special session to hold the Truth in Taxation Public Hearing:  John Baerg, Bill Berg, Dwayne Krenz, Mark Rentz and Scott Sanders. County Department Heads and staff in attendance included Mike Wacker, Roger Risser, Rich Collins, Marge Smith along with Deputy Auditor Perry Schroeder.  Wayne Fritzinger and Matt McCabe from the St. James Plaindealer were in attendance.  No other County residents were in attendance.
    County Auditor Donald Kuhlman reviewed highlights of the proposed levy and budget and responded to questions.
    The final levy/budget would be set on December 15, 2009 at 9:30 A.M. at the regular board meeting.
    Chairman Sanders adjourned the Public Hearing.

WATONWAN COUNTY BOARD
SYNOPSIS OF MEETING
DECEMBER 4, 2009

    Present:  John Baerg, Bill Berg, Dwayne Krenz, Mark Rentz and Scott Sanders.  The
purpose of the special meeting was to meet with bargaining unit representatives regarding the Board's request to consider changes to their 2010 agreements.
    Union stewards present were Ricky Bak and Mark Hagen (AFSCME Highway), Barry Gulden and Mark Slater (LELS Deputies), Steve Olson (LELS Detention Officers) and Susan Hunstad (IAFF Dispatchers).  Six additional highway unit members were also present.
     Highway staff noted that they have lost two full-time positions and had cutbacks in equipment.  The employees feel like they are taking the brunt of the cuts.  They felt it was becoming a safety issue, because workers are stressed.  When asked if they had discussed changing to the BCBS VEBA health plan, which would save the County approximately $10,000 per year, they stated that they were not interested.  The Highway unit voted to make no changes to their contract.
    Sheriff's staff suggested that employees be asked to come up with cost saving ideas.  The suggestion was made to cut costs in the jail by eliminating hot sandwiches for the inmates in the morning, which would save about $7,000.  They also had staff salary savings due to a retirement in the jail.  Dispatch could start charging for burning permits, as neighboring counties do.  The LELS and IAFF unions also voted that the 2010 contracts be honored by the County.
    The Board agreed that staff be given the opportunity to present ideas to cut costs or streamline operations.  They requested that a rotating schedule be developed for staff representatives to come to the meetings each month. 
    Approved accepting the resignation in good standing of Nicole Inman from her position as Dispatcher/Detention Officer.
    Approved advertising for the position of Dispatcher/Detention Officer.
      Adjourned the meeting.
